Veterans with Other-Than-Honorable Discharges: Challenges and the Path Forward
At Foundation for Pops, we believe in honoring all those who have served. Part of that commitment is understanding the unique difficulties faced by veterans who receive Other-Than-Honorable (OTH) discharges. These veterans often fall into a gap where needed services are unclear or inaccessible. By shining light on their challenges, we hope to help lead toward solutions for support, dignity, and opportunity.
What the Research Shows
Several recent studies underscore how significant the gaps are for OTH veterans:
- According to the RAND Corporation, OTH veterans are at significantly higher risk of mental health issues, substance misuse, depression, PTSD, traumatic brain injury, and other conditions compared to veterans discharged honorably. Risks such as homelessness and suicide are more than double in many cases.
- The U.S. Department of Veterans Affairs reported an increase of 270% more mental health visits in 2021 vs 2020 among OTH veterans. These services were often underused in prior years partly because many veterans believed their discharge status made them ineligible.
- VA initiatives like expanded eligibility for certain mental health services and proactive outreach (for example through Solid Start) are helping. Unfortunately, many veterans with OTH discharges remain unaware of available services or believe they are disqualified.
Challenges Faced by Veterans with OTH Discharges
From what the research makes clear, several persistent issues affect OTH veterans:
- Eligibility Confusion and Access Barriers
Many OTH-discharged veterans do not seek help because they mistakenly believe they’re ineligible. Even when laws or policies allow some level of care, the process to prove eligibility/access services can be discouraging. - Mental Health Risks and Lack of Continuity
With elevated rates of PTSD, depression, and trauma among OTH veterans, unmet mental health needs can lead to worsening outcomes. In many cases, care is fragmented or delayed. - Stigma and Isolation
Discharge status carries stigma. Veterans with OTH discharges may experience shame or isolation, which can delay help-seeking or damage relationships with service agencies. - Limited Awareness of Resources
Even with policy changes expanding access, there is often minimal awareness at the community level about what resources exist, how to access them, or what conditions qualify.
How Foundation for Pops Can Make a Difference

- Advocacy and Navigation Services: Assisting with discharge upgrade requests, helping veterans engage with VA or other agencies, and providing case management to ensure continuity of care and support.
- Peer Support and Engagement: Building peer groups or mentoring programs so OTH veterans can connect with others who share similar challenges, reducing isolation and building community.
- Policy Dialogue: Supporting or amplifying efforts to change policy so that discharge characterizations are more transparent, equitable, and that eligibility for benefits does not unduly penalize veterans who may have experienced trauma, mental health issues, or other service-related challenges.
